CDM-C, CONSTRUCTION DESIGN MANAGEMENT CO-ORDINATOR SERVICES
Service / Role of Construction Design Management Co-ordinator (CDM-C) for Notifiable Projects
This is appointment is legally required for all construction projects of 30 working days or longer and should be made early in the
design process, normally at the same time or just after appointment of the Architect. It is important that there is input from the
CDM-C to the design process prior to the design being finalised.
Our consultants are chartered in both Construction and Health and Safety as well as being qualified as a CDM-C. This includes
membership of the register of CDM-C consultants within the Association of Project Safety, the lead body for such appointments.
In addition our consultants have held senior line management positions in major contactors such as Balfour Beatty, Costain and McAlpine.
The Client responsibilities are broadly as follows:-
· Appoint a CDM-C and ensure he is competent to the ACoP recommendations
Be chartered in a construction discipline
Be qualified in Health and Safety
Be qualified as a CDM-C and be on a register
Be experienced including construction experience and techniques
· Notify the HSE using form F10
· Appoint designers & a principal contactor and ensure all are competent
· To ensure adequate resource is allocate to the project
· To ensure adequate time is allocated to the project, planning and execution
· To supply information about the site and it’s hazards
· Ensure that are adequate management arrangements throughout the project
· Ensure there is an adequate health and safety plan and that it is implemented
· Ensure adequate welfare facilities during the works
· Ensure a Health and Safety File is produced at the end of the project
Once appointed as CDM-C, IHS Ltd will ensure full compliance for the client with the CDM Regulations.
If there are unusual hazards on site such as asbestos, contaminated ground, protected species etc. that these need to be known and quantified. Any reports into such matters if required would need to be organised and paid for by the client or if organised by ourselves, paid for as a disbursement.

CDM-C Appointment
Scope of Service
- Meet with Client and establish the level of understanding of client responsibilities. Identify if all available information about the site has been supplied.
- Send in the F10 as initial notification and subsequently as required.
- Examine the client brief and establish any issues that create liabilities for the client that would normally rest with the designers or the Principle contactor. Establish clarity and lines of responsibility for these.
- For design appointments that have been made carry out a brief review of qualifications and experience, confirm suitability to the client as appropriate. For design appointments to be made carry out competency checks as defined within the ACoP and confirm suitability to the client as appropriate and ensure they are provided with all relevant information.
- Review the design as at the time of the appointment and in particular establish if any outside agencies / third parties have detrimentally influenced the design. e.g. Planning & Highways. Ensure there is clarity in these matters to all concerned.
- Regularly review the design as it develops including attending meetings, discussing with the various individuals / teams including a review of input from specialists.
- Design reviews will consider not only construction hazards and residual hazards relating to maintenance but also building “use” matters as defined within the workplace health safety and welfare regulations.
- Input to the tender list, pre qualification of contractors and competence checks stage 1. This would include any nominations or “specified” specialist contactors as well as the Principle Contractor(s).
- Production of pre-construction information and supply to the tendering contactors. Identify any significant gaps in information. Note:- the CDM-C fees do not allow for investigations or generating information, e.g. asbestos surveys, investigations, measuring site, meeting utility suppliers etc.
- Provide to tendering contractors a specification / scope of information requirements for them to be able to demonstrate their proposed methods.
- Provide to tendering contractors a specification / scope of information requirements for them to understand their responsibilities to provide data for the health and safety file / O&M Manual. They would be given the opportunity to propose their “standard” method for consideration. Note:- normal activity would be for the PC to produce this manual with the CDM-C having input and establishing suitability prior to issuing to the client.
- Agree with designers their input to the health and safety file.
- On receipt of the tenders review the submissions and identify suitability of recourses, track record etc. Take up references, meet with the contractors and make recommendations to the Contract administrator / client. Stage 2 competence assessments.
- Identify and reach agreement between parties on the mobilisation period.
- Establish the suitability of the Construction phase health and safety plan and ensure that it is in place prior to works.
- Ensure the site is established properly prior to works including welfare, security and resource.
- Monitor at the early stages of work that the provisions of the health and safety plan are correctly implemented. Periodically through the project continue to monitor this but not in such a way that the responsibility for project safety is transferred or interpreted to be transferred to the client or professional team.
- Establish with the PC how he intends to identify and deal with developing situations and hazards including reviews of the health and safety plan.
- Set up a reporting system with the Principle Contractor (PC) to record accidents and incidents. AS CDM-C reportable events would be monitored and reviewed as felt appropriate on an individual basis.
- Identify or establish the method of monitoring and communication of design changes / development between all parties.
- Review significant design changes.
- Issue the health and safety file to the client with advice for use and updating.
